There are four key concepts that particularly capture the meaning and purpose of Rocco Paco initiative:

Too Paco
Acoli society is in the grip of a devastating collapse called Too Paco. Once proud and thriving, it now stands shattered. Poverty, broken schools, failing health and land loss are the visible scars. Yet deeper still is the erosion of values, identity and spirit. This collapse stems from twenty years of brutal war and two decades of internment in camps. It has left a people traumatised, their moral order undone, and their future hanging in the balance.

Rocco Paco
Rocco Paco is the great call to rebuild, heal and transform Acoli. It is about restoring both the tangible such as livelihoods, schools, health and land, and the intangible such as discipline, values, identity and hope. Rocco Paco is a cry to action: If not you, then who? It summons every Acoli and every friend of goodwill to rise up, join hands and refuse to let this collapse define us. It is also the name of the institution born to make this mission real and unshakable

Doro Paco
Doro Paco is the campaign to reclaim Acoli’s soul. It seeks to restore integrity, moral taboos, unity and leadership rooted in culture and tradition. It confronts Too Paco head-on, reminding the people who they are and calling them back to order. Clan leaders, elders and opinion leaders are being re-empowered to stand as guardians of values and conduct. Tools like Cik pa Kaka and Kit Mewa guide this revival. The movement, led by Ludor Paco, is awakening Acoli’s moral conscience.

Dongo Paco
Dongo Paco is the engine of development and recovery. Once, Acoli was among the most progressive societies in the Great Lakes, its wealth rooted in land, cattle and discipline. War, camp internment and the destruction of livestock destroyed this foundation. Now Dongo Paco is charting a bold path of socio-economic reconstruction through farming, cooperatives, education and enterprise. Nothing less than a Marshall Plan is needed. Dul me Dongo Paco, led with resolve, is driving this transformation forward.
The story of Acoli is not finished. From collapse can rise renewal, from despair can grow hope. But this will not happen on its own. It demands courage, unity and support. Together, we can transform Too Paco into Rocco Paco, and build a future where Acoli stands strong once more
